I pretty much only use them for risers, because the noiser isn't great, but until you learn how to use MIDI and drums well, it's okay to use them quite frequently. Just make sure that you don't plan on making every one of your tracks out of loops. You can create tracks composed largely or even entirely of loops, but you should still be learning how to use the piano roll in that time.
Loops are a good starting point for people, I think it is okay to start there. I will say it is VERY hard to switch from loops to note clips if you don't have any music theory, because the loop tracks always sound better.

Loops are good for beginners and then try to use the midi on here and then go from there...thats how i learnned

Ya i agree with what some other people said. They're more of a bakground sound, but you shouldn't rely on them 100%,
