A track I have in the works (https://soundation.com/user/keylime-pie/track/i-just-made-this) has some basis on the 140_Synth_Arpeggio_DD_Fm.wav clip from the Dirty Dubstep pack (https://soundation.com/products/989261407) However it is pitch stretched slowed down, and then I copied the pattern note by note by ear onto a MIDI so I could change the chord scheme to something different. So you can be the judge of that.
I think he means cut up, add effects, etc. Chopping loops and adding effects is different than just dragging and dropping. Like with me, I've changed a train loop to sound like thunder, and I've made those dubstep loop wubs sound like an alien. I still think that basing your song off of a melody you didn't create is lazy though.
...manipulate loops, sure it may not be as versatile without a sampler, but you can do something similar in a more tedious manner, such as snipping a sound and then pitch stretching to basically make your own notes like a MIDI (something that I have done before). That's the thing, dropping loops in and doing nothing is pretty lazy and uncreative, but so is dropping in MIDI presets. The creativity comes in when you manipulate it. Add things, remove things, change things. Like have parts compliment others in combination, isolate certain portions, chop something into a rhythm, alter the sound.
