I like the idea of combining a website and a group. If you mean selecting the tracks to be included, I would experiment. Maybe for this first release we could have a publicized month-long voting thing--the tracks we've accepted will be posted to a group, and the top 15-16 tracks get in. We might have links to all the tracks in the group description, just to ensure that everything is seen evenly. In the future we could try genre releases, and include only the best trance, dance, happy music, sad music, scary music, remixed music, or whatever.
Also, we should start with pinging the Top 20 to see if they would be willing to pick one or two tracks to include in this project. That will at least give us 25-30 songs to work with right off the bat.
Logistically, we have two options. We could post the tracks to a specialized group that would have to be tailored to display all the tracks in some way - this would require quite a lot of work on the end of the Soundation Team, but would be the most seamless. The other viable option is to post them elsewhere (somebody's website, Beatport, etc.) and link to them from the group.

I agree that we should find unknown artists and give them a chance. Maybe review the feature requests?
