If you're asking about Owen, idk who he is either. But Oscar is a guy who has been banned from this site several times ever since 2016 when he started a tyrade against them website, and he has been returning to this site again and again ever since only to be banned again

It can mean anyone really. I didn't specify and kept it vague so it can apply to multiple scenarios that fit (which is also why I made 'occurrences' plural). There's Owen, there's Oscar, there's whoever those/that people/person were/was that flooded messages in the general group, and there's probably others that I'm not aware of.
